Depending on what subject you like to read/write stories about, they generally have their own Fanfiction site. Just google the subject and Fanfiction and you’ll probably find it.

One site for writers that has been around for over a year now that I know is http://www.writerscafe.org It’s a free site, a sharp-looking and crisp site where many writers from all over the world post short stories, book chapters and poems.
Once you post a piece and choose a name, you’re in.
When you do write and post a piece there, you are encouraged to review the writing of other folks.
After a review is given, the person receiving it is encouraged to review your work, and so the critiques keep stirring around.
There are also contests on the site with various topics to use in writing; the awards are a system of ‘gifts’ given and gotten for and from contests and new writer friends on the site.
As around every writers’ site, there are ads for self-publication to ignore.
I like this one, as it is so very busy, the writing is often pretty professional, the people are nice (I’ve read one person write that it’s TOO nice there, but constructive criticism is the name of their game, and nice is what that is), and the reading is fun and fanciful, plus just mostly well-done work.
fanfiction.net is only for fanfiction- taking an idea from another book and basing your work off of it.
For original work, you want fictionpress.com which is its sister site.
In both sites, you can get reviews, give reviews, make or join C2s (which are really just collections of stories for different genres/fanfiction types), get a beta reader (which help you proofread your story and things), etc. They’re great places for writing, as you get the kind of audience a writer needs.

FanFiction.net is great, but you sure have to wade through a lot of crap to find the good stuff.
In my experience you’re better off joining a community like LiveJournal and then searching for communities within in that specialize in your favourite fandom, or just fanfiction in general, then ask for recommendations. It’s the best way to find the real jewels and the best undiscovered fic authors!

Authors have to submit every chapter for verification so the quality is great.

My personal favorites are http://www.fanlib.com/ because it has a strong community element on its forums and easily allows you to integrate art work into your story.
For young writers, http://www.quizilla.com/ is pretty good though it has become restrictive of late. It also has an added blogging element which makes interacting with your readers on a different level easier. I love being able to develop relationship with mine because you can learn so much.http://www.fanworks.org/ is a nice little archive run by a friend that allows for RPF and artwork.

you write your own stories as if you were writing a book, i don’t know if you can write fanfiction though. it has to be your work so you couldn’t write stories using harry potter characters

That’s called roleplaying sites. You can google your term and type roleplaying along with it. There are TONS of sites with roleplaying. Forums, especially. Proboards.com is a very active site where many roleplayers go to. fanfiction.net too.Some of them are even official. (You may go check it out at your favourite author’s official website)
